Heating

  • All rental properties must have one or more fixed heaters, which can directly heat the main living room and meet a required heating capacity. Certain heating devices that are inefficient, unaffordable or unhealthy will not meet the requirements of this standard.

Insulation

Ceiling and underfloor insulation are essential to keep the heat and energy inside.

  • In older rental properties existing insulation will need to be topped up or replaced. The ceiling insulation need to meet R-values, or existing insulation must be at least 120mm thick. If the ceiling insulation needs to be topped up, it needs to meet the R-values set out in the 2008 Building code.
  • Underfloor insulation needs a minimum R-value of 1.3.

Ventilation

Moisture can lead to dampness which can lead to several health problems. Daily ventilation is essential is important to replace damp, stale air with dry air. A well-ventilated home is healthier and easier to heat.

  • Rental properties must have at least one window or door that opens to the outside in all bedroom's, dining room, living room, lounges or kitchen.
  • The windows and doors that open must have a must have a total area of at least 5% of the floor area in each respective room.
  • The windows or doors must be fixed in the open position.
  • All kitchen and bathrooms must have an extractor fan that ventilates externally.

Moisture ingress and drainage

  • Rental properties must have efficient drainage for the removal of storm water, surface water and ground water including appropriate outfall. the drainage system must include gutters, downpipes and drains to remove water from the roof.
  • If the renal has enclosed subfloor, a ground moisture barrier must be installed if it is practicable to do so.

Draft Stopping

Landlords must block any unreasonable gaps and holes in walls, ceilings, windows, floors and doors that cause noticeable draughts. Open fireplaces must be blocked unless the tenant and landlord agree otherwise.
